Smile Jersey cut-offs?

I'm interested in designing and printing "Jersey cut-offs", and have no idea where to even start!

Here is an example of what i'm looking to print:
TAPOUT - Bad For The Sport!

Any feedback would be much appreciated!

Are you looking to do the printing yourself?

That product looks like a sleeveless jersey. You could probably find it at one of the athletic/uniform/jersey suppliers like teamwork athletic or bomarksportswear.com

If you aren't too interested in the black border, One Stop - America's Best Supplier does carry several mesh jerseys.
