is there a website that sales blank tee shirts at wholesale cost but dosent require a wholesale/retail license..

I use accinfo.com there are others, I think Blankshirts.com.

T-shirtwholesalers.com is where I get most of my shirts. I can not find anyone who can beat their prices. I don't think you need any particular license to purchase from them. However I do have a resellers license.
