Looks like just regular screen printing. Maybe with a discharge base.
I would suggest showing your potential screen printer that image to see if they can replicate the "look" you want. Don't assume that they will be able to print the way you want.
Your screen printer can supply you with American Apparel blanks.

If you're going to be doing the printing yourself, you can buy American Apparel directly from them by setting up a wholesale account at americanapparel.net
You can also get american apparel from TSCApparel and AlphaShirt.com
There are also other similar brands of shirts like that (Article1, Continental Clothing, Alstyle Gaziani, Pacific Sports, Pima Apparel, Alternative Apparel, etc)

Not really. You would probably ask that in the screen printing section, but it's been answered already in this thread (and several others), so you may want to read up on what has already been posted before posting another question about it.
PS. I wouldn't call it "paint" People won't know what you're talking about and if you're doing searches, you won't find topics about "paint". Screen printing is done with "inks".

Like I said, it's not paint it's screenprinting ink. T-shirts are almost never painted, they are printed.
Like Rodney said, most likely plastisol, probably with an additive (maybe chino base or something like that to give it more of a matte look, maybe discharge). It might be waterbased. You could get that look a few different ways though basically.
