well i've seen jiffy shirts where you don't need a state id or whatever to get prices but is there anyone cheaper thats open to the public because if your like me, t-shirts is a very small side job.

I don't there's anyone cheaper than jiffy if you don't have a seller's permit.
Yes, it can sometimes be significantly cheaper (depending on the garment/style) if you have a seller's permit or tax id and go through major distributors like SanMar, TSCApparel, Broder Bros, etc.
