Where can i get a shirt made something like this..

The Buckle :: Affliction The Pit T-Shirt

IS there a manufacturer who i can go to in mexico or somewhere close to the USA who can produce the shirts as well as screen print them.thanks

What kind of quantities are you looking to buy?

Edit, just looked at the print and description and it says it is an all over print.

A quick search of the forums for all over printing brings up this post with some vendors that should be able to help you out : all over printing sources - screen printing print all-over the t-shirt with a belt screen printer
