Many t-shirt wholesalers sell wholesale only to printers because that is who their customers are. That's who needs the t-shirts wholesale, since they are the ones that will be printing on them.
This policy helps protect their customers and makes sure that people can't circumvent the process and try to get their products at a discount for no reason.
Are you doing the printing yourself or are you contracting the printing out to a third party printer? If you are outsourcing it, the printer can source the blanks for you.
If you are doing the printing yourself, just tell the wholesaler (american apparel or whoever) that you are doing custom printing.
Keep in mind that you can also get American Apparel shirts wholesale from their official distributors like TSCApparel.com and AlphaShirts.com. Both those companies also require that you prove that you have a need to buy wholesale (like a business license, reseller's permit, etc). If you are doing the printing, let them know that too.
If you are going in business, that's something that you want to get anyway.
