I screenprint shirts and sell them on Etsy, very small time, more as a hobby, really, and I am really trying to cut down my costs. I am researching websites and many of them make you apply to buy shirts as a wholesaler. They make you input tax resale and ASI numbers that I don't have. So my question is, are these sites much cheaper than the discount sites that I purchase from? I am wondering whether to apply for these...

Why not just get a tax ID, it doesnt cost much(I think I payed $14 or something a few years back here in CA). You'll be able to buy from anyone you want to and get wholesale pricing. The amount of money you will save on wholesale discounts and tax is well worth the small amount of effort it takes to get a tax ID.
You can probably do it yourself cheaper. Find out what they will charge you.
Every state has their own business website. In PA, it's called Open for Business.
That is the site I filed mine on. Mine was very cheap, $70 bc I was using a fictitious name. EIN was free. Done in no time. Went sole proprietor. So, compare your state fees when using their site to the acct's fees, see which you'd like to do, if the increase $ is worth your time.
If you go LLC, I know around here, accts wanted upward of $800-$1500 to do that for me. Many others paid around $200 to do it on their states site all by themselves.
So if money is an issue, there are ways to accomplish the same for less $. Best wishes.
LLC is pretty easy to get. I called my state office and asked a few questions, filled out the paperwork and voila, it was done...I think I paid $150 and renewal yearly is $59... Good luck

To answer the other part of your question-you'll save about $2 a shirt. Likely the difference between being profitble or not.
Many suppliers on this forum will ship free for small minimum orders too $150-$200 in moist cases-or they may even be a supplier close enough for you to pick up from.
