There are places like bestblanks that you can look up pricing without having a resale certificate. If you have a resale certificate then you should register with a wholesaler like sanmar, tsc, virginia t's, etc. so that you have access to the pricing. Good luck!!

What do you consider a good quality blank t-shirt?
Wholesale prices vary greatly depending on the style, brand, weight, color, etc. From under $2 to over $5. It all depends on your market and what your customer wants.

I'm still learning what "good" quality is; my inital thought is a 50/50 mix. I'm looking to sell to a demographic that will re-wear there shirt over and over so I want it to be as durable as possible. I also intend to sell slightly higher end graphics not to far down the line so comfort and feel is going to matter. I'm hoping to find out if i can get a tee that fits those guidelines at around $3 or under.

100% cotton and 50-50 shirts hold ink differently
so the way the shirts are printed matters...dtg, screen print...
frt is an issue too, so find a local distributor in your area that you can pick shirts up from, and build a relationship with . Mine ...S+S in Nashville Tn now gives me leads. Most will carry Gildan,Anvil, etc and they both have nice combed, 6.1 oz preshrunk shirts to choose from. You can also buy them tagless if you want.
I suggest spending the extra 5-7 cents and putting them in a shirt bag for a better presentation

What does the 'oz' mean for the tshirt? is it the more oz the better the quality? Also, how can i tell what would be the right mixture for the kind of shirts i want to print? Is there a thread on here that would break down how each shirt holds ink; and the differences between the different ways of printing?

The heavier the cotton the more 'oz's. Along with heavier cotton you get less flex but more durability and a completely different print.
A lighter blank has a softer feel on your body.
You should look up thread counts and get familiar with ring-spun cotton and how different weights print to determine what kind of blank you and your customer want. 18 single or 18/1 is the most common you will find but every manufacturer makes many different styles. most mens shirts are 18/1 and i use 30 single or 30/1 for my woman's garments.
