This is almost definitely a software problem. If your dongle is working fine, it means your license files need to be reloaded in FastArtist. It's a simple process that I can help you out with by direct connecting to your computer tomorrow.
For a really quick fix, you can try uninstalling FastArtist, then reinstalling it from the original disc.
