I don't see why it wouldn't work. The only issue I could see would be registration... I would think you would need to embroider the outline first to show where to place the flock, place it, then embroider the rest. I think if you try to heat set it at this point, it would be very difficult to do unless you remove the hoop and then you lose the registration... I'm not sure how the embroidery would hold up to the heat needed to permanently set the flock but you could certainly try one.

I know Stahls makes a Sew Suede for applique which is probably what you want. Not a huge color choice but it is designed for applique. I'm not sure the flock would hold up since it's not really a fabric. I would also check regular fabric choices that have the same fuzzy soft feel.

I wouldn't be too concerned about the flock holding up... I have a couple of test shirts we heat pressed flock on that we've run through the washer/dryer at least 25 times. No signs of anything coming lose or apart... the stuff wears like iron.

I would definitely try it out first and wash a couple times. Isn't the flock just fuzzy fibers on an adhesive backing? I would think that the repeated needle penetration of the embroidery would cause a problem with the flock, leaving visible holes between the embroidery and the flock. If done on a material with some stretch or give, like a tshirt or sweatshirt, you might not get that clean look of a true applique. I think Ted makes a good point that when and how to heat seal the flock and whether it will harm the embroidery registration are important issues.
