Is there a plug in type of service or code that I use to allow people to comment on my website? Or even, something where a person can sign up for an account and talk on a forum such as emptees.com?

I'm guessing their all custom coded, but it would be great if there is such a template or service you can pay for.

Check out an open source piece called 'Laconica' here - Laconica . I'm not sure how easy it is to get working, but it sounds like what you want.
