It's the country domain for Montenegro. Like many other top level domains it's been co-opted by dodgy business practices (e.g. .la is actually Lao not Los Angeles, .md is Moldova not Medical Doctor, .cc is Cocos, .tv is Tuvalu, etc. etc.). They've all become gimmick domains, at the cost of an entire country (generally one too poor to make use of the internet). TV has some credibility I suppose, but in general I'd avoid using them; partly because I think they look cheap, partly because I think they make the internet a worse place.
