have cubecart be my shopping cart. customer can enter qty, enter coupon code, figure out shipping costs, taxes, etc.

then customer only allowed to checkout w/ paypal

so after all the variables, recalculating coupon codes, method of shipping, customer clicks checkout and goes to payal. is this possible?

yes, though you'll need to install a mod for coupons, as the cubecart software doesn't have a way to accept them. To give you an example, my site in my signature is cubecart, and I accept both Paypal and mail order forms.

There is a coupon mod available for $ 25 that allows them to apply to specific products, all products, I think except sale items, etc. Pretty versatile.

As pwear says, that't all you'll need and with the standard PayPal business account you should be good to go.

but after order complete thru paypal, will cubecart basket screen also so order competed? b/c it's separate right?

Yup, after they pay you with paypal their basket will be empty.

Yes, this is possible. That's the way it works. A customer picks products, goes to checkout. Pays through PayPal. Order is processed.

You get to decide which payment methods your shopping cart will accept.
