I don't think hiring a high school web design student would be a good idea.
But you could get a GREAT site designed, coded, installed with the ability to manage the site online for under $1500
Price breakdown: Design/layout: $500-$700 via 99designs.com I just ran a design contest there and got over 200 design entries for just over $700
Coding: $100 - takes the graphic layout and turns it into HTML that can be used for a website or a template for a site management software. Can be done by searching google for psd to html
Install/Software: $0-$250 - the wordpress software is free (wordpress.org). You can install it yourself with a couple of clicks or you can hire someone to install it. You can either take the HTML layout that you have and customize the default skin or you can hire a wordpress theme designer to implement your new layout from 99designs into your wordpress install.
After that, you've got a slick site, a blog, a way for your client to login and make simple updates to the site, a contact form, etc.
The only other fees would be the web hosting. If you choose a place like lunarpages, they have a button you can click in their control panel that installs wordpress in a couple of clicks.
