An ecommerce site is really just a fancy name for a site that sells something
So, technically, if the t-shirtforums.com site had t-shirts for sale, it could be called an ecommerce site.
A site is a site and you can put just about anything you want on it. You can have a section for a blog/forum, you can have a section for selling your products, you can have a contact form section, you can have an about us section.
Now, there are "hosted ecommerce solutions" (like Yahoo store/volusion/shopify/bigcartel) that are hosted by a third party with the shopping cart software already installed. With those type solutions, since you don't control the server/hosting account, you can't really install things like a blog or a forum on them.
But if you got your own web host, installed a shopping cart program like zen-cart or cubecart on it, you could also install a blog or forum on the same host as well.
