Some people may have licenses to print and sell that particular TV show.

For the other cases, I'll quote an old post here from Solmu:

In regards to getting a license to print for a tv show or anything in particular, is there anywhere that anyones aware of to buy a license or is it a case of writing in and asking them?

Cheers.
