What is the purpose of the teflon when pressing transfers? If parchment paper is used to keep the image from bleeding onto the heat press, what does the teflon do?
You don't need both parchment paper and teflon. They both serve the same purpose.
When sublimating, I usually do not use teflon on top, but I do put a sheet inside the shirt to keep the sublimated ink from going through to the other side of the shirt.

Depends on what you are pressing. For sublimation, probably not. Check your heat platen after a press to make sure none of the ink is getting onto the platen. You don't want your heat platen to come in direct contact with any garment decoration.
