Our company Poster Pop Inc. has published 3 Tattoo Flash Sets with the Licensed art of the the Artists Coop, Alan Forbes and Vince Ray.
Simply put - You ABSOLUTELY HAVE NO RIGHT to reproduce the art in a Tattoo flash Set on any "Merchandise". None. You have Absolutely No Right, unless specifically purchased the rights in writing for specific uses from the Copyright Owner.
Buying a Tattoo Flash set from an artist, putting the Flash set Pages on the walls of a Tattoo Parlour, and selling the design for Tattooing is the normal use of the set.
Artists who publish their art in any form including Flash Sets, T-Shirts, Catalogs, even Magazine Articles ALL have all of their art protected by international Copyright Law. Look it up. there are some major penalties...
I've even been told in our early days that a company was successfully sued by making a T-Shirt Design directly from a photo of a Tattoo in "Tattoo" Magazine.
So the answer is no. Look up copyright Law. BTW, Art done before a certain date 1929 I think are somewhat Public Domain. This might include traditional Tattoo Designs.
