You should contact the celebrity's agent. Every celebrity has a right of publicity which prevents "unauthorized commercial use of an individual's name, likeness, or other recognizable aspects of one's persona. and how are you supposed to get hold of these agents??

Check out the celebrity's website. Many times the contact info is the agency or representative that handles their appearances, product endorsements, etc.

if the actor or actress is dead to you still need to have legal rights to use their image on t-shirts
