I do not know whether or not the UK has a system of registration; as far as I know they do not (Australia doesn't - in fact the US is the only place I know of that definitely does, though there are likely others).
As far as trademark goes, you can apply for a national trademark in England, and you can get an international trademark if you wish to.
The reason I keep saying "if you wish to" is because not everyone feels the need. If you wish to sue people, you can do so without a prior registration. The registrations will make things easier, but they are not a legal requirement.
On a practical level, some would argue that spending money on a trademark is a waste of money unless you have the money to also litigate to protect that trademark.
Personally I'm a fan of registrations where possible and practical. They build the legitimacy any long-term brand will need. However, taking capital away from a startup for something that can only be of benefit years down the road is not necessarily advantageous either - there's no need to get too far ahead. Whether or not they're worthwhile definitely depends on the brand/business owner in question.
